(N-SIP): Household Uplifting Programme (HUP) ~ A FG Programmes targeted at the poor and vulnerable.


Household Uplifting Programme is one of the four National Social Investment Programmes (N-SIP) of the Buhari Administration targeted at the poor and vulnerable.

The Household Uplifting Programme (HUP) otherwise known as the Conditional Cash Transfer aims at responding to deficiencies in capacity and lack of investment in human capital of poor and vulnerable households. The Programme focuses on the poor and vulnerable households in Nigeria as identified through a combination of geographic and community-based targeting mechanisms. The identified household’s socioeconomic data is subjected to Proxy Means Testing (PMT) for ranking the poor and vulnerable in the National Social Register (NSR).

HUP has a slogan “Beta Don Come” (meaning better things have arrived) and aims to support development objectives and priorities to achieve specific outcomes as outlined below:
Improved household consumption.
Increase in utilization of health and nutrition services
Improved school enrolment and attendance.
Improved environmental sanitation and management.
Asset acquisition.
Beneficiaries engaged in sustainable livelihood.
The Household Uplifting Programme is designed to deliver timely and accessible cash transfers to beneficiary households.  The first type of transfer will be given to all eligible households selected from the NSR, while the second type of transfer (top-up) will be given to a subset of the recipients of the first (CCT), upon fulfilling certain conditions.


Cash Transfers
One of the major activities of the programme is to facilitate the transfer of N5, 000 per month to beneficiaries, which is paid on bi-monthly bases (every two months). The payment is given to all eligible households selected from the National Social Register (NSR). The second type of transfer known as top-up (additional five thousand also given bi-monthly) is given to a subset of the recipients of the first type of transfer, upon fulfilling certain conditions.

Conditional Cash Transfers
The Conditional Cash Transfer supports the poor and vulnerable with N5,000 (Five Thousand Naira) per month, to improve consumption, with the aim of reducing poverty, preventing the vulnerable households from falling further down the poverty line and building their resilience to withstand shocks.


Top-up Cash Transfer
The Top-up Cash Transfer incorporates benefits linked to the participation of selected households in activities focused on human capital development and sustainable environment through adherence to specified conditions known as co-responsibilities. The four broad areas available for the co-responsibilities are:
Health
Education
Nutrition
Environment
The Top-up cash transfer is  aimed at:
Increasing children school enrolment/attendance
Improving utilization of health facilities for ante and post-natal care, child immunization and nutrition.
Addressing environmental hazards to improve productive assets.
Capacity Building
One of the major benefits of the programme besides the monthly N5,000 is capacity building. Capacity are built at all tiers to enhance empowerment of beneficiaries’ household to be self-reliant
The training is carried out at three tiers; officers at the state level and local government level are trained who in turn cascade the training to the beneficiaries in their communities.
Beneficiaries are trained on Life Skills (LS) and Savings Group Mobilization and Micro Business Development (SGMB). The training on SGMB is targeted at enabling the beneficiaries to save, form economic groups, make financial plans and engage in viable business activities within their communities in order to strengthen their livelihood activities by contributing their share to the state and national economy.
The life skill (SL) training on the other hand helps the beneficiaries to develop social and interpersonal skills that will enable them to cope with every day challenges of life by building and enhancing self-confidence and awareness.
Weekly visit to beneficiaries for coaching and mentoring to ensure learning from training received are put to use and to hand hold beneficiaries through the process of savings group formation and management of livelihood activities.
