Some great lessons learnt in Nigeria’s presidential election

2/26/2019 08:11:00 AM
By Bayo Onanuga
A commentator on Nigerian and international affairs.

It is now crystal clear that Muhammadu Buhari of the All Progressives Congress is heading for a crushing defeat of Alhaji Atiku Abubakar, candidate of the opposition Peoples Democratic Party.
There had been surprises and upsets in many states as the results were announced, but not predicted was that the APC candidate, vilified on social media by PDP warriors, on the pulpits by bigoted hate preachers, would return a resounding victory against PDP.
Here are some of the lessons learnt in the February 23 election:
1. Social media power overrated: If elections are won on Twitter and Facebook, President Buhari would by now be writing his handover notes and be preparing to tend his cows on his farm in Daura. But the limitations of the social media platforms especially Twitter have just been exposed by the results of the election. The candidate of the PDP got more retweets, more likes for tweets by supporters on Twitter, but such preferences count for nothing in the real voting. For information, although there are over 92 million Nigerians using the internet, not all of them are connected to the social media platforms.
According to some verified statistics, about 25 million Nigerians use Facebook, with 16 million being active users.
Twitter users are in several millions, representing just 8.83% of social media users. At 8.29 %, users of Pinterest are surprisingly close to users of Twitter. Instagram commands just 2.0 per cent and Facebook 78.47 per cent as at 2018.
This may explain why the orchestrated campaigns of falsehood and calumny against the APC candidate did not get much traction going into the election. As past elections had shown in Nigeria, the people who vote are the ordinary people, the peasants, petty traders, artisans who are not wired to the social media platforms. And they have spoken in favour of the candidate they believe is the greatest friend of the ‘Talakawa’.
2. Elite power, pulpit power has been smashed by the results of the election. Those hate preachers who abused the pulpit to command their congregation to vote for the PDP have been put to shame. Elite in the north and south who believe Buhari has been ‘bad business’ and worked vigorously to dethrone him, now also know their powers are limited. The ordinary masses hold the master key to ‘people power’. Buhari, like in 2015, has overcome elite gang up and conspiracy of the churches. In Abuja, the votes recorded in Kubwa, Garki, Mbappe and some other places with a wide Christian population and civil servants against Buhari were to some extent offset by farmers living in the villages around the capital.
3. Politicians who put a lot of score on endorsement now should know better. The Afenifere in Yorubaland and the various political groups largely failed to mobilise the votes for Buhari in the region, despite their endorsement. The results in Lagos, Ogun, Osun, Ondo, Ekiti, Oyo were too close to show that the people did not heed the instructions of the groups. Ohanaeze was also rebuffed to some extent in the south east states. The Northern Elders Forum of Ango Abdullahi, the Middle Belt Forum, the Arewa Consultative Forum need some reality checks about their power as opinion moulders.

4. The fourth lesson is that Igbo appeared to have learnt some lessons from their one-basket political disposition in 2015. In 2019, they did not put all their eggs in one basket, as they gave Buhari more than 25 per cent in Ebonyi, Abia, Anambra and Imo. Only Enugu gave Buhari the snub as the opposition recorded a thumping victory here, 355,553 votes to Buhari’s 54,423. In Lagos, however, Igbo voting pattern like suspected in 2015, unsettled their Yoruba hosts, leading to threatening inter-ethnic hostility. Yoruba believe that Igbo should always support their interests, afterall ‘When in Rome, one is expected to behave like the Romans’.
5.All politics is truly local. Kwarans demonstrated this in the way they humiliated the PDP and its chief strategist, Bukola Saraki, rejecting the campaign of ‘better Nigeria’, ‘making Nigeria work again’, for home grown wild fire campaign of ‘O To ge’, which translates to “Enough is Enough’. The campaign dethroned Saraki from Kwara central senate seat and smashed the PDP into political irrelevance, with the APC recording 308,984 votes, two and a half times more than the 138,184 votes recorded by the PDP. In Daura, Katsina, voters showed the APC senatorial candidate that he needed to settle with them as they clobbered him, by voting for the Accord Party candidate, in the same polling unit, where Buhari recorded over 700 votes to three for Atiku. In Kogi state, Dino Melaye won a return ticket to the Senate despite all the controversies he generated. He will need to thank fumbling ex-police chief, Ibrahim Idris for making him popular with his people. And in Bauchi, speaker Yakubu Dogara survived his expected political demise and won fourth term ticket in his Bogoro/Dass/Tafawa Balewa Federal constituency.
6. Buhari is the only politician in Nigeria today with a solid home base. President Buhari has proven once again that he is the Awolowo, Aminu Kano of our time, posting overwhelming victory in his home state of Katsina and other states, such as Kano, Zamfara, Kebbi, Kaduna, Jigawa in the North West that he had consistently won since 2003, when he made the first bid for Nigeria’s presidency. Buhari also showed commanding presence in the North east. Atiku failed to show such political force in his state of Adamawa that he won with a few thousand votes. Then to show how Buhari has gathered much political traction since elected in 2015, he had a strong showing in states, such as Benue, Plateau, Taraba, Nasarawa, with high Christian population, that Atiku thought he would have won convincingly, based on the propaganda that Buhari is anti-Christian. Buhari similarly cut inroads into South South and South East states, denying Atiku any Tsunami effect from the zones.
7. Finally, lies, falsehood do get their comeuppances in the fullness of time. This election has proven this. Buhari in the run-up to the poll was the target of so many vicious lies and propaganda. The most reprehensible lie was that he was a clone from Sudan planted in Aso Rock. He was also painted as a hater of Christians, who allowed Boko Haram to seize a Christian girl Leah Sharibu. They accused him of promoting an Islamisation agenda and of being an ethnic bigot who favoured his region in appointments. Some even said he had finished Nigeria with foreign debts, a claim that was not supported by available facts. The opposition will need to invent new lies now as the President has posted a most crushing defeat of their candidate.

Npower: Our target is to train 10m graduates by 2023 - Osinbajo

2/22/2019 12:42:00 AM

The vice president, Yemi Osinbajo, disclosed that the federal government has set a target of training 10 million graduates in Nigeria under the N-Power programme by 2023.

Vanguard reports that Osinbajo made this known in a special lecture he delivered on “The Challenges of Human Development in 21st Century Africa” at Oxford University, United Kingdom.

The vice president maintained that the programme has provided jobs for 500, 000 young Nigerian graduates in the last two years.
.According to him, “Over the past two years, through the N-Power programme, the largest post-tertiary employment programme in Africa, we have been able to offer skills development programmes digitally to over 500,000 young citizens between the ages of 18 and 35. We have set a target of skilling 10 million Nigerians by 2023.”

On his part, Laolu Akande, senior special assistant to the vice president on media and publicity, said funding for the continued payments for beneficiaries of the scheme is contained in the 2018 budget.

He added that beyond the payments of stipends, the federal government is also exploring further options to seamlessly move the beneficiaries from the government job programme to positions where they were able to earn a sustainable income.

Akande said the transition would be through a plan designed to enable them become valuable, all-rounded employees, employers or entrepreneurs.

He stated: “The plan is basically an extension of the exit date of December 2018 for the first batch of 200,000 to enable them continue to offer their valuable services in their various communities while still earning their stipends.

“They are also to partake in the Enhancement Programme that would seamlessly transition them into numerous economic opportunities in both the public and private sectors of the economy.

“The N-Power beneficiaries applied and were selected for the programme in an objective, efficient and transparent manner, without the need for ‘connections’ to anyone of influence.

That was contained in a statement by the senior special assistant to the vice president on media and publicity, Laolu Akande

Npower volunteer caught with fake result sheets now in DSS custody

2/22/2019 12:07:00 AM

Obisike was reportedly arrested and detained by DSS on Friday, February 15, for allegedly being in unlawful possession of written result sheets said to belong to the Independent National Electoral Commission (INEC)
The detained N-Power coordinator, Felix Obisike, was arrested by officials of the DSS for allegedly being in possession of elections result sheets.

On the other hand, The leadership of the federal government’s N-Power programme in the 17 local government areas of Abia have decried the continued detention of the state scheme's coordinator, Felix Obisike, allegedly by the Department of State Service (DSS) in the state, the News Agency of Nigeria (NAN) reports.

In a communique issued at the end of their meeting in Umuahia on Wednesday, February 20, the coordinators called for his unconditional release, describing his incarceration as unlawful.

They urged DSS to immediately release him or charge him to court without further delay. They threatened to embark on a state-wide protest, if the suspect was not released after the next 48 hours.

They alleged that Obisike was a victim of vendetta, which was aimed at blackmailing him and other beneficiaries of N-Power in Abia “in order to score a cheap political point.”

The coordinators said: “We challenge anyone, including INEC, who can come forward and confirm that the typed document is a result sheet detached from INEC form.”

They argued that election result sheets were usually handwritten in the presence of other election stakeholders and not typed.

They also called for a thorough investigation to expose the identities of those that allegedly produced the video recording that was used to blackmail Obisike.

They demanded that such persons be arrested and prosecuted for alleged misrepresentation of facts and misleading the public by spreading falsehood.

They appealed to Abia government to take urgent steps to secure the immediate release of the suspect, in line with its constitutional obligations to protect the people of Abia.

NAN reports that the communique was signed by Johnson Otuonye, the state N-Power spokesman, Chigozie Anaba (Isiala Ngwa north N-Power) and Nkeiru Okechukwu (Bende N-Power).

INEC - A breakdown of standard allowance for corps members

2/21/2019 04:30:00 AM

The Independent National Electoral Commission has said there is no disparity in the payment of N30, 500 allowances to be paid as entitlements to corps members participating as ad-hoc staff in this year’s elections.

Prof. Mahmood Yakubu said each corps member was entitled to N4,500 training allowance, including transport (N1,000) and refreshment (N500), for the three-day training period.

He added that: “For deployment on election duty, they are entitled to transport, feeding and an honorarium of N9, 000 and N4, 000 making it N13, 000 each. For the presidential election, N17, 500 is expected to be paid separately to each member. Since no training will be conducted for the second election, he said that each corps member will receive N13, 000, making a total of N30, 500. That is the Standard allowance for corps members.”

INEC chairman, Prof. Mahmood Yakubu, made this known in Abuja yesterday, while addressing stakeholders in his third briefing.

The State Commissioner for Information, Mr John Kalu, said this during an interaction with newsmen on Wednesday in Abuja.

He described as wicked and mischievous attempts by some politicians in the state to link the incident to the state government.

The News Agency of Nigeria (NAN) reports that a man, identified as Felix Obisike, an N-Power beneficiary in the state, was reportedly caught with fake election result sheets in Abia shortly before the postponement of Feb. 16 elections.

Subsequently, a viral video of the incident has been circulating on the social media.

Kalu, however, insisted that the incident was stage-managed by some opposition politicians while calling for proper investigation and arrest of those behind it.

“It is important to note that the video published online was edited to make it look like Felix (Obisike) confessed to being the one who owned the fake document whereas he never accepted ownership even under duress.

“Elementary review of the published purported INEC result sheet shows that the entries were typed out as against the usual practice of writing out results in long hand with ink.

“Only a candidate who has never contested general elections before will attempt to pass such a poor forgery as INEC result sheet,” he said.

He warned that if the situation was not properly handled, it could negatively affect the N-Power scheme, especially in the state.

“I am sure that Mr President will be very angry that some politicians are trying to politicise the N-Power programme because of political desperation,” he added.

Mr Anthony Agbazuere, lawyer to Felix Obisike, has however called for the release of his client, insisting that he was framed up for political reasons.

He said he had written to the Inspector-General of Police and the Director-General, Department of State Services (DSS) for their intervention in the matter.

(N-SIP): Household Uplifting Programme (HUP) ~ A FG Programmes targeted at the poor and vulnerable.

2/19/2019 08:20:00 AM

Household Uplifting Programme is one of the four National Social Investment Programmes (N-SIP) of the Buhari Administration targeted at the poor and vulnerable.

The Household Uplifting Programme (HUP) otherwise known as the Conditional Cash Transfer aims at responding to deficiencies in capacity and lack of investment in human capital of poor and vulnerable households. The Programme focuses on the poor and vulnerable households in Nigeria as identified through a combination of geographic and community-based targeting mechanisms. The identified household’s socioeconomic data is subjected to Proxy Means Testing (PMT) for ranking the poor and vulnerable in the National Social Register (NSR).

Capturing a beneficiary at Kokani Community, Dolekaina Ward, Kamba Local Government,Kebbi State.

HUP has a slogan “Beta Don Come” (meaning better things have arrived) and aims to support development objectives and priorities to achieve specific outcomes as outlined below:
Improved household consumption.
Increase in utilization of health and nutrition services
Improved school enrolment and attendance.
Improved environmental sanitation and management.
Asset acquisition.
Beneficiaries engaged in sustainable livelihood.
The Household Uplifting Programme is designed to deliver timely and accessible cash transfers to beneficiary households.  The first type of transfer will be given to all eligible households selected from the NSR, while the second type of transfer (top-up) will be given to a subset of the recipients of the first (CCT), upon fulfilling certain conditions.

Cash Transfers
One of the major activities of the programme is to facilitate the transfer of N5, 000 per month to beneficiaries, which is paid on bi-monthly bases (every two months). The payment is given to all eligible households selected from the National Social Register (NSR). The second type of transfer known as top-up (additional five thousand also given bi-monthly) is given to a subset of the recipients of the first type of transfer, upon fulfilling certain conditions.

Beneficiary enrolment at Danko /Yamma Community,Danko Maga Ward, Danko Wasagu Local Government,Kebbi State.

Conditional Cash Transfers
The Conditional Cash Transfer supports the poor and vulnerable with N5,000 (Five Thousand Naira) per month, to improve consumption, with the aim of reducing poverty, preventing the vulnerable households from falling further down the poverty line and building their resilience to withstand shocks.

Top-up Cash Transfer
The Top-up Cash Transfer incorporates benefits linked to the participation of selected households in activities focused on human capital development and sustainable environment through adherence to specified conditions known as co-responsibilities. The four broad areas available for the co-responsibilities are:
Health
Education
Nutrition
Environment
The Top-up cash transfer is  aimed at:
Increasing children school enrolment/attendance
Improving utilization of health facilities for ante and post-natal care, child immunization and nutrition.
Addressing environmental hazards to improve productive assets.
Capacity Building
One of the major benefits of the programme besides the monthly N5,000 is capacity building. Capacity are built at all tiers to enhance empowerment of beneficiaries’ household to be self-reliant
The training is carried out at three tiers; officers at the state level and local government level are trained who in turn cascade the training to the beneficiaries in their communities.
Beneficiaries are trained on Life Skills (LS) and Savings Group Mobilization and Micro Business Development (SGMB). The training on SGMB is targeted at enabling the beneficiaries to save, form economic groups, make financial plans and engage in viable business activities within their communities in order to strengthen their livelihood activities by contributing their share to the state and national economy.
The life skill (SL) training on the other hand helps the beneficiaries to develop social and interpersonal skills that will enable them to cope with every day challenges of life by building and enhancing self-confidence and awareness.
Weekly visit to beneficiaries for coaching and mentoring to ensure learning from training received are put to use and to hand hold beneficiaries through the process of savings group formation and management of livelihood activities.

N-power - 7,000 youths stands to benefit software development programmes

2/17/2019 04:16:00 AM

The senior special assistant to the President on Job Creation and Youth Empowerment, Mr Afolabi Imoukhuede has said that the Federal Government has finalised plans to engage 7,000 youths across the country in software development programmes under the N-Power initiative.

Imoukhuede said that the programme would be introduced as part of the mandate of the scheme to economically empower the youth in the country.

Join Npower facebook page

He noted that no fewer than 50,000 Nigerian youth were already engaged in skills acquisition programmes in different parts of the country with additional 500,000 graduates engaged as volunteers in N-Agro, N-Teach and N-Health since 2016.

“We are to stimulate a lot in young people for them to begin to think out of the box or even imagine a no box at all and really bring up ideas,” he said.

Imoukhuede emphasised the need for the country to strengthen efforts toward unlocking the potential in Small and Medium Enterprises (SMEs) through technological innovations.

“SMEs are greater core not only to our youth, but to all, and that is where an average youth will blend as a micro player. In looking at job creation, we realised that SMEs are the engine of any formidable economy.

Join P-yes Facebook page

“So for us, we looked at it that it was with the least attention or the greatest challenge. We designed strategies targeted at unlocking the binding constraints that had hitherto hampered the successful entry of our micro enterprises into mainstream business. That is one of the areas we looked at because that in many ways is to unlock entrepreneurship.

“When you begin to look at unemployment we must wake up to the reality that the white collar jobs are not there in the number to match the number of our teeming graduates that are getting to the labour market. So, the earlier we begin to redirect them in the area of innovations using technology to promote entrepreneurship the better for us.”
