Nigeria Police Academy (Wudil Kano) 2019 massive recruitment

INTRODUCTION : - The origin of the Nigeria Police Academy dates back to the early 80s when the Government of Nigeria in 1981 requested the British Government to make available to Nigeria, some united Kingdom Police officers to assess the training needs of the Nigeria Police. In response to this request, a team of three British Police officers led by M.A. H Pacy ( Assistant Chief Constable, Hamberside Police) was sent to Nigeria by the British Government. The team submitted its report known as the pacy report in 1982. This report was formally published as the white paper of the Federal Republic, of Nigeria, on the future training needs of the Nigeria Police Force. A follow up of recommendations of the pacy report led to the search for the best training orientation for the Nigeria Police. In 1986, the then Inspector General of Police Alhaji Mohammed A. Gambo rtd, sent a delegation of three Nigeria Police officers led by late S.Z. Daura (Assistant Inspector General) to Egypt to under study the Egyptian Police Academy. The report and recommendations of these two teams of experts had far reaching effects in laying the foundation for the establishment of the Nigeria Police Academy, kano to serve as an institution for high level manpower development, with a mission to train police officers to acquire the highest standards of professionalism. The Academy officially took off simultaneously in 1988 at two temporary campuses; the Police training school Challawa, Kano where cadet Inspectors were trained; and the Police college Kaduna, where cadet ASPs were trained. The two campuses were merged and relocated to its permanent site in Wudil, Kano, after its was formerly Commissioned on the 2nd April,1996, by then Head of State and Commander in Chief of the Armed forces, General Sani Abacha, GCON, dss, mni., with the expectation that the Academy will be affiliated to a University for degree awarding courses. The Nigeria Union of Teachers (NUT) on Tuesday called Federal Government to scrap Npower as it fails to render the desired benefits.

Nigerian Union Of Teacher's President, Nasir Idris, said this at the 2019 solemn assembly of the union held annually to begin the year by its members.

He said that there is an urgent need to recruit more teachers into our schools on a permanent basis as against the N-Power teaching program, which does not render the desired benefits and should be discontinued.

He claimed that there are qualified teachers that are waiting to be employed. That is why we want government to stop that one (N-Power) let them recruit qualified teachers to manage our schools.

(P-YES)

The P-YES Programme
The scheme is designed as an incubation Programme whereby youth will be directly empowered with Seed Empowerment Tools (SET) with the aim of creating multiple layers of empowerment.

Ensuring Sustainability
To enhance production, productivity and value addition for new and existing urban and rural entrepreneurs across the 774 Local Government Areas across Nigeria on a sustainable basis.

Value Chain Cycle
Youth will undergo training and practical skills acquisition programmes in multiple vocations. The beneficiaries will be equipped with Seed Empowerment Tools (SET), which they are expected to grow and further empower other members of their community.

The scheme aims to create at least 774,000 empowerment opportunities through direct youth empowerment over a minimum period of two years.
The P-YES scheme covers the “Youth” defined in the Nigerian National youth policy (2009) as male and female individuals whose ages are between 18 and 40 years old.

The programme is powered by the Office of the Secretary to the Government of the Federation, and coordinated by the Senior Special Assistant to the President on Youth and Students Affairs.

Monitoring, Compliance and Evaluation
The executuon of the scheme will be monitored by an Impact Assessment, Compliance and Evaluation Monitoring Team. The team has a mandate to ensure that beneficiaries of the scheme operate within the guidelines of the scheme.

The P-YES office has a beneficiary management team to undertake the following:

Vice President Yemi Osinbajo on Wednesday disclosed that the Federal Government would expand and strengthen the N-Power by increasing its beneficiaries from 500,000 to one million.

Osinbajo disclosed this at a town hall meeting organised by the sons and daughters of Remoland at Akarigbo Palace in Sagamu, Ogun State.

The VP added that the FG has been  able to stem the tide of employment with the provision of “Tradermoni” and “Marketmoni” through the “N-Power” scheme.

He also said that all traders from Remoland, in Ogun East district, have been enumerated and captured electronically through the “Marketmoni”.

“Let us key into federal government programmes when they are available”, he said.

1. Applicants must be a Nigerian by birth.

2. Applicants must be between the ages of 18 – 22 years at the time of entry into the Training school for school certificate holders or 24 – 26 years of age for those with higher qualifications such as Nurses, NCE and ICT etc.

3. Applicants must not be married or have children before joining the NN.

4. Applicants must be free from any previous criminal conviction by a court of law.

5.  Applicants with any of the following problems are NOT to apply: sight problem, ear problem, communicable diseases, mental problems, below the height     of 1.70 metres for males and 1.67 metres for females, stammering, or any physical disability.

6. Applicants are required to possess any of the following educational and/Professional qualifications.

a. West African School Certificate/Senior Secondary School Certificate.
b. General Certificate of Education Ordinary Level (not more than 2 sittings).

The National Social Investment Office (NSIO) says any of its programmes’ forms requesting information about an applicant’s  permanent voter card (PVC) is fraudulent.

This is coming after the Coalition of United Political Parties (CUPP) alleged that there is a plan to involve beneficiaries of the federal government’s N-Power scheme in the forthcoming elections.

In a statement on Sunday, Maryam Uwais, special adviser to the president on social investment, said none of its progammes makes use of the form in question.

“Any Form that requests for information relating to political affiliation, PVC of applicants in the name of any of NSIO programmes or prescribes payment of application fees is either fraudulent or mischievous and should be ignored. Such Form(s) could only have been issued by fraudsters or mischief-makers who are intent on discrediting the Social Investment Programmes, which are obviously benefitting the masses,” the statement read.

“The State Focal Persons in each State, with whom we collaborate on the programmes, are appointed by their Governors, irrespective of political affiliation. They can attest to the non-partisan nature in which the programmes have been implemented so far, as can the beneficiaries.

“The Leadership of this Administration has directed that any social investments in Nigerian citizens must be devoid of any political, ethnic or religious colouration. Consequently, the National Social Investments Office rejects the notion or inference that the processes under the National Social Investment Programmes are partisan. Any individual purporting to enlist applicants on the basis of political affiliation or PVC information should therefore be promptly reported to the local law enforcement agency.”

She added that all applications for the N-Power are submitted online at www.npower.gov.ng, and pre-selection is done using computer algorithms designed to ensure gender balance and inclusion of physically challenged applicants in the selection.

“A physical verification exercise of selected applicants is conducted in States across the country (after the completion of the objective online selection process), in order to authenticate applicants’ identity, relevant credentials, employment status and residency in the respective Local Government Area or State,” the statement read.

Addressing the PDP Campaign Rally for Ikwerre Local Government Area on Monday at Omagwa, the governor said that the N-power list is concocted to favour APC with a view to rigging the 2019 General Elections.

He said: “I hear INEC wants to use N-power personnel as ad-hoc staff for the elections.  This is a ploy to rig the elections.

Opposition political parties on the platform of the Coalition of United Political Parties on Sunday raised the alarm on alleged plan by the Independent National Electoral Commission to compromise the forthcoming general elections.



They accused the electoral body of recruiting beneficiaries of the present administration’s N-Power programme as ad hoc staff for the general election.

The coalition’s first national spokesperson, Imo Ugochinyere, made the allegation in a statement made available to journalists in Abuja.

Ugochinyere said, “The President wants to use the beneficiaries of their failed N-Power programme to technically rig the election.

“The INEC Chairman should ensure the credibility which he promised Nigerians by making sure that no N-Power beneficiary is recruited as ad hoc staff in the election because it is clear that these so-called beneficiaries are going to be used by President Buhari and his APC cohorts to rig the elections.”

The coalition’s spokesman claimed that the present administration has failed Nigerians and it is clear to government officials that they will lose the election in a free and fair contest.

This, he said, was why they are adopting all manner of ploys to rig the elections.

He added that information available to the CUPP indicated that Mrs Amina Zakari, believed to be a relative of the President would be in charge of the recruitment and training of the wards/local government areas/state collation and returning officers.

“We have just been informed from a very reliable source that Amina Zakari will be in charge of the recruitment and training of the Ward/LGA/State Collation and returning officers.

The Federal Department of Agricultural Extension - FDAE of the Federal Ministry of Agriculture and Rural Development has commenced Training of the Master Trainers on Cloud Agric Data Solution nationwide.
The exercise being coordinated by the FDAE in collaboration with the National Agricultural Extension and Research Liaison Services - NAERLS is to enable the N-Agro pariticipants capture the information of local farmers across the 36 states of Nigeria including the FCT.

Some Npower beneficiaries in Bauchi State have declared their support for the re-election of both President Muhammadu Buhari and Governor Muhammed Abubakar of Bauchi State.

The beneficiaries, consisting of N/Agro, N/teach, N/health, N/tax, N/build and Npower creative, declared their support when they thronged Abubakar Tafawa- Balewa stadium in Bauchi on Saturday to welcome the President to the state.

The president was in the state to formally welcome into the All Progressives Congress (APC),  some defectors from the opposition Peoples’ Democratic Party (PDP).

Speaking in an interview with newsmen, the leader of the group, Mr Yusuf Sani, said the group came out to show their unflinching support for re-election of the President Buhari and the state governor as a sign of their appreciation.

“This group you see here are Npower beneficiaries of  both 2016 and 2017.

“We are here to show our utmost support for President Muhammadu Buhari and Gov. Abubakar for their re-election in this coming election.

“We are happy and we also appreciate the President for introducing this wonderful programme.

“We also want to appreciate him for extending the year of engagement of 2016 batch A beneficiaries.

“Their contract was supposed to be terminated November last year, but they have received December salary,” he said.

Also speaking with newsmen, the  Npower state ambassador, Mr Musa Bayaro, said the group was 100 per cent in support of Buhari and Abubakar’s re-election, and would vote for the duo, come the general elections in February.

“I want to reiterate our unwavering support for the re-election of President Buhari,aa well as the Bauchi State governor.

“We are 100 per cent behind their re-election and that is why we will mobilize our people to come out and vote for them during the general elections.

“I am therefore using this opportunity to also urge every citizen of this country to vote the All Progressives Congress  because I believe with President Buhari in charge, the party can do so many good things for the country,” Bayaro said.

2016 NPOWER BENEFICIARIES AND THE PROPOSED ENHANCEMENT PACKAGE

The Npower programme is an initiative of the President Muhammadu Buhari's Administration. It was birthed in the year 2016, with employability capacity to accommodate 500,000 unemployed Nigerian Youths, placed on a monthly stipend of #30,000 and other enticing benefits accrue to beneficiaries of the scheme.

It is an all embracing scheme as it absorbs youths irrespective of academic qualifications and choice to get empowered in the areas of Teaching (N-teach), Health (N-Health), Agriculture (N-Agro), Taxation (N-Tax), N-build, N-Tech and N-creativity.

The beauty of the scheme is embedded in the transparency at the manner in which the recruitment process was and is being conducted. Its a breaking of history from the cultural High wire connection  (Man-know-man) pattern of conducting recruitments from time immemorial

The attractiveness of the scheme can also be attributed to bringing succour to the hearts of many Nigerian graduates  who before now had no meaningful source of livelihood but at present  smile to the banks, being paid as at when due.The scheme is also viewed as a palliative measure, aiding in decongesting an already saturated labour market.

With the decay in the educational system that breeds unemployable graduates , conspicuously speaking, the Npower beneficiaries possess enhanced employability status through skills acquired in the programme. This makes them fit into parastatals in any capacity they may be called to serve in the future.
Currently, the level of impact created by Npower beneficiaries in various sectors is attested to have filled man power gaps, contrary to the unpopular speculation labelling the  scheme as a mare waste of public coffer.

On the above premise, one can establish the fact that Mr President deserves an heavy weight applause for this life transforming Npower initiative with the cognomen N-Baba.

Having taken  X-ray of the pluses that accompany the scheme, it becomes unequivocally necessary to address some shortcomings associated with the process, as there is always two sides to a coin.

A fundamental issue that has generated damning indictment and cess pool anger by the 2016 beneficiaries is the ambiguous and perceived non sustainability of the proposed "Enhancement Package" for 2016 beneficiaries whose 2year contract seem to have elapsed. The enhancement was initially defined to mean a continuity of the 2016 beneficiaries on the scheme to avert being retired to the labour market.

On October 2017, Npower through its Senior Special Assistance to the President on job creation, Mr.Afolabi Imoukhede reiterated Federal Government's commitment to retain such beneficiaries into government parastatal and the private sector base on state capacities. While this measure seems futuristic and not instantaneous,   a 3month enhancement programme was proposed  stretching from November 2018 which marks the official expiration date for such beneficiaries to February 2019, with a continued #30,000 monthly stipend.

The dwindling state of the enhancement package subjects beneficiaries to palpitations that the scheme may be short lived if the pendulum of power swings in the direction of the opposition come 2019 General elections.

Considering the state of the political season, characterised by proliferated menace of strike actions like the ASUU and the proposed NLC strike, the Npower beneficiaries considered a potent channel of vote garnering may be tempted to hold the government of the day to ransom by declining vote for Mr President come February 2019 Presidential Election.

The president at this point in time cannot afford to risk his 4+4=8 political formulae for any reason. Thus, it is advisable that if Mr president intends to seek support from beneficiaries, the enhancement package should be given a cut clear definition in no distant time , rather than promises of hearing from the federal government from weeks that has snowballed into months of non fulfilment.

In a nut shell, the essence of the Npower scheme can only reap full potentials if beneficiaries are financially equipped to transfer skills acquired into being pragmatically resourceful. The word "Empower" simply connotes enablement. The enablement  can only be actualised if beneficiaries are exited from the scheme with "Seed capital" ( start up monies) to get established. This is a more feasible and efficacious approach with the capacity to instigating a paradigm shift from reliance on white collar jobs to entrepreneurship that drives modern economies.

The proposal to absorb some beneficiaries into government parastals base on state capacities seem very euphoria. This assertion can be aligned with the  economically inviability of some states to service salaries, coupled with claims of being financially incapacitated to implement the New national Minimum wage.  Beneficiaries who reason to be compensated in this manner should renege from nursing such thoughts as the permanency drive is contrary to terms and conditions entered from the inception of the programme which requires an exit from the scheme, following the expiration of their two year service time frame.

Conclusively, the issuance of Seed Capital for beneficiaries and alternatively  improved stipend and elongated stay period on the scheme implemented before the 2019 elections will better define the sincerity of purpose and the sustainability of the Npower scheme. A deviation from this proposed panacea will be a pitfall of the objectives of the scheme, thus retiring such beneficiaries to the labour market, and a return to the viscous circle of poverty that stems from unemployment debacle.

The outcome of the implementation of the proposed Enhancement package for the 2016 beneficiaries is a determinant of the fate of the 2017 batch on the scheme. If  the enhancement drive is not actualised, it may undoubtedly kill the morale of the 2017 batch and impede their ability to deliver assigned responsibilities maximally due to lack of motivation.
