The Npower programme is an initiative of the President Muhammadu Buhari's Administration. It was birthed in the year 2016, with employability capacity to accommodate 500,000 unemployed Nigerian Youths, placed on a monthly stipend of #30,000 and other enticing benefits accrue to beneficiaries of the scheme.

It is an all embracing scheme as it absorbs youths irrespective of academic qualifications and choice to get empowered in the areas of Teaching (N-teach), Health (N-Health), Agriculture (N-Agro), Taxation (N-Tax), N-build, N-Tech and N-creativity.

The beauty of the scheme is embedded in the transparency at the manner in which the recruitment process was and is being conducted. Its a breaking of history from the cultural High wire connection  (Man-know-man) pattern of conducting recruitments from time immemorial

The attractiveness of the scheme can also be attributed to bringing succour to the hearts of many Nigerian graduates  who before now had no meaningful source of livelihood but at present  smile to the banks, being paid as at when due.The scheme is also viewed as a palliative measure, aiding in decongesting an already saturated labour market.

With the decay in the educational system that breeds unemployable graduates , conspicuously speaking, the Npower beneficiaries possess enhanced employability status through skills acquired in the programme. This makes them fit into parastatals in any capacity they may be called to serve in the future.
Currently, the level of impact created by Npower beneficiaries in various sectors is attested to have filled man power gaps, contrary to the unpopular speculation labelling the  scheme as a mare waste of public coffer.

On the above premise, one can establish the fact that Mr President deserves an heavy weight applause for this life transforming Npower initiative with the cognomen N-Baba.

Having taken  X-ray of the pluses that accompany the scheme, it becomes unequivocally necessary to address some shortcomings associated with the process, as there is always two sides to a coin.

A fundamental issue that has generated damning indictment and cess pool anger by the 2016 beneficiaries is the ambiguous and perceived non sustainability of the proposed "Enhancement Package" for 2016 beneficiaries whose 2year contract seem to have elapsed. The enhancement was initially defined to mean a continuity of the 2016 beneficiaries on the scheme to avert being retired to the labour market.

On October 2017, Npower through its Senior Special Assistance to the President on job creation, Mr.Afolabi Imoukhede reiterated Federal Government's commitment to retain such beneficiaries into government parastatal and the private sector base on state capacities. While this measure seems futuristic and not instantaneous,   a 3month enhancement programme was proposed  stretching from November 2018 which marks the official expiration date for such beneficiaries to February 2019, with a continued #30,000 monthly stipend.

The dwindling state of the enhancement package subjects beneficiaries to palpitations that the scheme may be short lived if the pendulum of power swings in the direction of the opposition come 2019 General elections.

Considering the state of the political season, characterised by proliferated menace of strike actions like the ASUU and the proposed NLC strike, the Npower beneficiaries considered a potent channel of vote garnering may be tempted to hold the government of the day to ransom by declining vote for Mr President come February 2019 Presidential Election.

The president at this point in time cannot afford to risk his 4+4=8 political formulae for any reason. Thus, it is advisable that if Mr president intends to seek support from beneficiaries, the enhancement package should be given a cut clear definition in no distant time , rather than promises of hearing from the federal government from weeks that has snowballed into months of non fulfilment.

In a nut shell, the essence of the Npower scheme can only reap full potentials if beneficiaries are financially equipped to transfer skills acquired into being pragmatically resourceful. The word "Empower" simply connotes enablement. The enablement  can only be actualised if beneficiaries are exited from the scheme with "Seed capital" ( start up monies) to get established. This is a more feasible and efficacious approach with the capacity to instigating a paradigm shift from reliance on white collar jobs to entrepreneurship that drives modern economies.

The proposal to absorb some beneficiaries into government parastals base on state capacities seem very euphoria. This assertion can be aligned with the  economically inviability of some states to service salaries, coupled with claims of being financially incapacitated to implement the New national Minimum wage.  Beneficiaries who reason to be compensated in this manner should renege from nursing such thoughts as the permanency drive is contrary to terms and conditions entered from the inception of the programme which requires an exit from the scheme, following the expiration of their two year service time frame.

Conclusively, the issuance of Seed Capital for beneficiaries and alternatively  improved stipend and elongated stay period on the scheme implemented before the 2019 elections will better define the sincerity of purpose and the sustainability of the Npower scheme. A deviation from this proposed panacea will be a pitfall of the objectives of the scheme, thus retiring such beneficiaries to the labour market, and a return to the viscous circle of poverty that stems from unemployment debacle.

The outcome of the implementation of the proposed Enhancement package for the 2016 beneficiaries is a determinant of the fate of the 2017 batch on the scheme. If  the enhancement drive is not actualised, it may undoubtedly kill the morale of the 2017 batch and impede their ability to deliver assigned responsibilities maximally due to lack of motivation.

Seven-Step Voting Procedure For 2019 General Elections

The Independent National Electoral Commission has spelled out the voting procedures for the 2109 General Elections.

The election umpire wrote via its verified Twitter handle, @ inecnigeria.

The following are the seven steps, as stated by INEC:

Step 1 :

Upon arrival at the polling unit, joins the queue and present yourself to the INEC official ( APO111 ) at the polling unit who will determine whether you are at the correct polling unit and check if the photograph on the Permanent Voter Card ( PVC ) matches your face . If satisfied, he/ she will direct you to the next INEC official ( APO1 ).

Step 2 :

The official ( APO1 ) will request for your PVC to confirm that your card is genuine and your details , using the smart card reader. He/ she will ask you to place your finger on the card reader to confirm that the PVC belongs to you by ascertaining, the card reader will contains the name , photograph and finger prints of all those registered in their polling unit.

Step 3 :

You will then meet the next official ( APO11 ) who will request for your PVC to confirm that your name and details are in the voters register .

 Your name will be ticked and your PVC returned to you . He/ she will then apply indelible ink to the cuticle of your appropriate finger for that election to show you have been accredited to vote. ( If your name is not found on the register , you will not be allowed to vote).

Step 4 :

The presiding officer ( PO ) stamps , signs and endorses the date at the back of the Ballot Paper . The PO will roll the ballot paper inwardly with the printed side inwards and give to you . He / she will then direct you to the voting cubicle where you vote in secret.

Step 5 :

You will stain your appropriate finger for the election with the ink provided then use your stained finger to mark the space or box provided on the ballot paper for your preferred candidate / party . Roll the marked ballot paper ( in the manner the PO gave to you ).

Step 6 :

Then leave the voting cubicle and drop the ballot paper in the ballot box in full view of people at the polling unit.

Step 7 :

You will then leave the polling unit or wait if you so choose in an orderly and peaceful manner to work the process up to declaration of result.

N.B . The result of each polling unit shall be pasted at the unit and for everyone to see.

FRSC releases list of successful candidates

The Federal Road Safety Corps (FRSC) has released the list of successful candidates for 2018 recruitment exercise.

The forces’ Public Education Officer, Bisi Kazeem, made this known on Thursday in reaction to the allegations that FRSC carried out “secret recruitment”.

“There is nothing like secret recruitment. Successful candidates have been contacted via the e-mail they applied through,” Kazeem said.

He stated that the process was transparent, adding that the successful candidates have already been contacted.

“Again, only successful candidates were contacted as it is expected and rational,” he said.

When asked to give more details on the matter, he noted that the new recruits were already receiving training in locations across Nigeria.

“They are currently in three locations. These are the FRSC Academy in Enugu, the Training School in Jos (Plateau State) and our camp in Kotagora (Niger State),” he said.

The Joint Admissions and Matriculation Board (JAMB) commenced sale of registration forms, for the 2019 Unified Tertiary Matriculation Examination, today Thursday, January 10, 2019.

Sale of forms will last for six weeks.

There are few documents requirements and they include:

– Personal e-mail address and mobile phone number
– Create your JAMB profile.
– JAMB ePIN registration payment
– Visit any accredited CBT centers with your personal details, the profile and evidence of payment.
– The CBT centers or JAMB State Office, supplies, at no extra cost, the prescribed reading text and the CD containing:

a) e-brochure showing guidelines on admission detailing list of tertiary institutions and available programmes of study.
b) Syllabus (e-syllabus) for the examination.
c) Step by step guide on completion of the application form.
d) A video messages from the Registrar of JAMB and a demo on how to use eight (8) keys for UTME examination without mouse. (For candidates with little familiarity with Computers).
vii. Each Candidate is to complete the online application form by supplying the required details such as name, e-mail address, L.G.A., academic qualification, etc.
viii. At the CBT centers, Candidate’s ten fingers biometric and image will be captured and uploaded.
ix. O/L and/or A/L grades are to be provided by candidates. Candidates who are awaiting result should supply the result online as soon as the results are available on JAMB’s portal.
x. Each Candidate is to collect his e-slip at the end of registration as evidence of registration.

Buhari approves ‘enhanced’ N-Power scheme, says Imoukhuede

The Nigerian government has provided new details, albeit sparse, about the ‘N-Power enhancement’ earlier announced for some beneficiaries of the social intervention programme dubbed: N-Power.
The federal government had in a communique in October revealed that it is set for an enhancement programme for the 2016 N-power programme beneficiaries.

Afolabi Imoukhuede, Job Creation and Youth Employment and the National Coordinator of the Federal Government Social Investment Programme, N-Power, he explained during a Facebook Live broadcast that the N-power enhancement has begun and it will see the 2016 beneficiaries continue with the various programs.

“Mr President has agreed and he did say you will continue in your enhancement journey, and I did then say you will continue to work while you earn,” Imoukhuede said.


“In a few days or weeks time, we will let you know of the various enhancement engagements process that you will be engaging in with your state government, with the private sector and other stakeholders,” he added.

He did not mention if there would be an increase in the stipend being paid to the beneficiaries and was not specific on how long the ‘enhancement’ will last.

The 2016 beneficiaries had complained that the government has not been particularly forthright with the necessary information to quell any form of scepticism that may arise from the public about the “N-power enhance”.

Some 2016 beneficiaries who spoke with The Guardian said the scant details of the enhancement scheme are a telling sign and that the contract length could depend on how the election swings.


“That is our concern now,” said a beneficiary in Osun state, who also pleaded anonymity. “It is like they want to use us for elections. If they want to use us for election they should be truthful”.

Nigeria heads to polls in February.

The ruling All Progressives Congress, with President Buhari and Vice President Yemi Osinbajo seeking re-election in 2019, have boldly campaigned using the scheme with claims to tackling unemployment despite the increase in unemployment rate from 18.8 per cent in the third quarter of 2017 to 23.1 per cent in the third quarter of 2018.

The threshold for qualification is set at the basic ability and capacity to learn and be teachable.

(A second level beneficiary (SLB) is a fellow youth in your community who you must have identified and chosen to be trained in your business. Immigration service speaks on 2019 recruitment

The Nigeria Immigration Service (NIS) on Tuesday advised Nigerians to be wary of fake 2019 recruitment sites operated by fraudsters.


A statement issued in Abuja on Tuesday by NIS Public Relations Officer, Mr Sunday James, said the attention of the Comptroller-General of Immigration, Muhammad Babandede, had been drawn to a fake recruitment site operated by fraudsters, NAN reports.

“The site is captioned Nigeria Immigration Service 2019/2020 form and How to apply using a fake website www.mediangr.com,’’ he said.


James said the service was taking every measure to uncover those behind the fraudulent advert and therefore advised the public to desist from patronising such sites.

He noted that every official communication on issues relating to the service had an official platform which included advert in approved national dailies and the official website.

“The NIS has not engaged any agent or person(s) in this respect; anyone touting recruitment should be reported to the nearest NIS formation.


“The NIS will continue to deliver its core values and service to the general public and any recruitment exercise will be made public in line with approved government policy,” James added.

2016 N-Power beneficiaries complain as FG holds back details of enhanced scheme

There was a common theme with all the interviewed 2016 beneficiaries of the Federal Government’s Social Investment Scheme, N-Power: the unmistakable tone of uncertainty that masked equal parts of worry and exhaustion.

The about 300,000 2016 beneficiaries of N-Power were counting down the remaining days of their two-year tenure that began in November 2016 before the news of an enhanced scheme was announced in October 2018.

Normally, the talk of an extension and enhancement for the social investment scheme that keeps more people out of the unemployed bracket should be greeted with cheers but the government has not been particularly forthright with the necessary information to quell any form of scepticism that may arise from the public.


The sparse details about the enhanced scheme have not helped the government’s credibility.

“As I am talking to you now, the only source of information I have was the tweets I saw in October and December,” said a beneficiary, who preferred anonymity.

“Dear 2016 Beneficiaries, Relax! Your stipends will be paid. You are still on the programme,” read the tweet on N-Power’s official Twitter handle on December 28.

While the government has an eye on the climbing unemployment rate and seeks to tackle such issues with the social investment program, some beneficiaries have doubts about the government’s intentions as they are yet to be informed of their job description in the new scheme.

According to the Nigerian Bureau of Statistics (NBS), Nigeria currently has more than 20.9 million people unemployed, up from 17.6 million people in the third quarter of 2018.

Another beneficiary in Lagos told The Guardian that despite being assured of continuity of the scheme, he was yet to be contacted about the take-off date of the enhanced N-Power scheme.

He said, “What this government is doing is the same thing every other government does in this country. It was logical for them to tell us we will be retained because of the election.”

”Even if the enhanced N-Power starts, I’m afraid that after the election, we will be asked to leave, because there is no specific duration or terms communicated to us.”

The same sentiment is shared by Wunmi, an N-teach beneficiary, who mulls over how easily they could be let off before she reveals that her true desire is a “permanent” job.

The likely increase in salary in January 2019 has her smiling but she quickly jolts back to reality saying she will believe the enhancement scheme when she receives the improved December salary.

She worries that the scant details of the enhancement scheme are a telling sign and that the contract length could depend on how the election swings.

Another beneficiary confirmed ‘the enhanced scheme is still unclear, as there has not been any form of discussion or agreement.’

Although he received the alert for his December salary during the interview, thus confirming the extension, he however fears the scheme could go bust after the election.

“I just got paid as you are talking to me. It is only [Nigeria President Muhammadu] Buhari that knows his plans. Although we think they made these promises because the election is coming and we fear they might not go further with it after the election.”

The ruling All Progressives Congress, with President Buhari and Vice President Yemi Osinbajo seeking re-election in 2019, have boldly campaigned using the scheme with claims to tackling unemployment despite the increase in unemployment rate from 18.8 per cent in the third quarter of 2017 to 23.1 per cent in the third quarter of 2018.

Although Wunmi is happy she will not be adding to the unemployment numbers, she still couldn’t see past the possibility of the scheme being a political ploy, this close to the elections.

A beneficiary from Osun state shares the same worries, pleading with the government to release details of the programme to avoid ineffective beneficiaries.

“That is our concern now,” said the beneficiary, who also pleaded anonymity. “It is like they want to use us for elections. If they want to use us for election they should be truthful, so that people will not be panicking next year.”

While speculating that the enhanced scheme would end in February, he said there were plans by some to ditch their place of placement if they do not get concrete information about the enhancement scheme from the government.

Another N-teach beneficiary in Lagos said public schools and students will be most affected by the lack of information. Adequate information, she explained, will enable schools to plan how to plug the holes that will be created when N-teach teachers stop going to their PPAs.

“For now, they do not know what will hit them when we stop coming to school without prior information,” she said.

The senior special assistant to president Muhammadu Buhari on job creation and youth employment and the national coordinator of the Federal Government Social Investment Programme, N-Power, Afolabi Imoukhuede, however, insisted that the extension has no political undertone. He reiterated that the initial plan was for the programme to last only two years. But the need to tidy “loose ends” warranted the extension.

According to Imoukhuede, the extension, ultimately, is in the best interest of the beneficiaries.

“The purpose for which we designed the programme was to enhance their transition and since those for whom we designed it still have issues, we need to tidy up all loose ends which is what the enhancement intends to achieve,” he said on OSRC TV in Akure on December 7.

FAAN speaks on ‘recruitment’

The Federal Airports Authority of Nigeria (FAAN) has warned the general public to be wary of any person(s) parading themselves as recruitment agents of the Authority.

FAAN in a statement by the General Manager, Corporate Communications, Mrs. Henrietta Yakubu, said the Authority is not embarking on any recruitment exercise at the moment,

The statement read: “The Authority wish to inform the public that recruitment into any government agency has a stipulated procedure, which includes advertisements in national dailies and her official website and social media platforms, in line with the provisions of the Federal Government’s conditions of service”, it said.

It said any person claiming to be an agent of the Authority in this respect “is a fraudster and should be reported to the Authority or the nearest police station”.

The Peoples Democratic Party in Plateau State  has protested against  the  invitation of the  beneficiaries of the N-Power programme to attend a campaign rally of the  ruling All Progressives Congress in Jos on Friday.

PDP State Campaign Council described the development  as unacceptable as  “there was never a time” the previous administrations subjected beneficiaries of empowerment programmes to “such ridiculous acts”.

It stated, “It is no longer news that the ruling party has lost every chance of victory in the 2019 general elections; defeat is obvious and imminent at all levels.



“Knowing full well that it has been rejected and facing total disgrace, it has deployed ways to cunningly attract innocent Nigerians to participate in its powerless campaign activities.

“This can be seen in its design to tie the N-Power to the APC and to unwittingly turn innocent beneficiaries into campaign agents. N-Power, just like the SURE-P, YOU-Win and GIS of the previous administration, should be a form of empowerment geared towards reducing unemployment and building the capacities of the beneficiaries, not being funds paid to them in return for participating in APC  campaign activities in Jos.

“This is totally unacceptable and should be rejected by all well-meaning Nigerians because it defeats the purpose of the programme.”

However, an APC Youth Leader, Alex Pam, denied that the invitation had a political undertone.

Pam said, “These (N-Power beneficiaries) are people who have been empowered by the Federal Government and  Vice-President Yemi Osinbajo, who is directly involved in the scheme.

“So, there is nothing wrong for them to come and identify with their principal. We have non-APC members who were also beneficiaries of the scheme. So, there is nothing political about it.”

ABOUT:

Sustainable Development International, SUSDEVI, currently seeks to recruit bright candidates to fill up multiple new positions in state offices (SO) and out-stations (OS) across the six geopolitical regions of Nigeria.
Successful candidates will work on the Market Access Project (MAP) as well as the Sustainable Development Goals (SDGs) Action program which are respectively aimed at providing market support to start-ups and SME’s and helping Nigeria achieve a set of the United Nations SDGs.



HOW TO APPLY

Interested candidates are required to:

– Create an Application Profile

KEY REQUIREMENTS

Educational qualification:
Candidates must possess, at minimum, a post secondary school qualification (OND, NCE, RN, HND, BSc, MSc, PhD, etc).



Citizenship:
Candidate must be a citizen of Nigeria or non-Nigerian with required residency status for employment with the correct visa or work permit.



Location:
This recruitment will be carried out in the Federal Capital Territory (FCT) and all other States in Nigeria except Adamawa, Borno and Yobe States. Candidates must live in Nigeria and be willing to work in diverse environments, including cities and remote locations.



Language requirement:
Candidates must be able to read and write in English language. Specific proof of English language proficiency may be requested.



Internet access, email, YouTube and social media:
In addition to having good internet access, candidates must have a working email address (preferably Gmail), access to YouTube and accounts in Facebook, Google+, LinkedIn, Twitter and Instagram. These are required for the second stage of the recruitment process.



Availability:
Successful candidates must be available to start by February or March (latest) 2019.



RECRUITMENT STAGES/TIMELINE

(1). Creation of Application Profile (Expression of Interest)  – (Status: ongoing)
Interested candidates create online profile on SUSDEVI website to express their interest in applying for (only) one of the stated positions.



(2). Online Screening
Candidates participate in online screening session facilitated by an independent instructor. This will commence after the close of Stage 1 and exact date will be announced on the social media channels.
During this session (and at all times during the recruitment), candidates will be assessed based on the following criteria:

– Aptitude and reasoning ability

– Ability to follow instructions

– Ability to take on initiative.

(3). Physical interview
